Vendor Bills

A vendor bill is an invoice that a legal entity receives from a vendor.
A bill starts in 'pendingApproval' and goes through your tenant's approval policy. Approval makes the bill payable and creates its journal entry in the general ledger, unless the bill's total is zero or a line has no accountId. A rejected bill has no journal entry.
Outbound payments pay a bill, and vendor credits can be applied to a bill.
